Electronic and Information Resources

Overview

West Texas A&M University is committed to making its electronic and information resources (EIR) accessible for all users in accordance with Section 508 of the Federal Rehabilitation Act (29 U.S.C. 794d), Texas Government Code Chapter 2054, Subchapter M, and the standards and specifications set forth by Texas Administrative Code Title 1, Chapter 206, Subchapter C, §§206.70 – 206.71 (TAC 206) and Texas Administrative Code Title 1, Chapter 213, Subchapter C, §§213.30 – 213.41 (TAC 213).

The University rule, Accessibilty of Electronic and Information Resources, applies to all EIR developed, procured, or changed by WTAMU. These EIR must be in compliance with the accessibility criteria specified in the WTAMU Procedure 29.01.01.W1.01 Accessibility of Electronic and Information Resources Compliance.

To help ensure that WTAMU fulfills its obligation to provide information, services, and programs that are accessible, usable, understandable, and navigable, the T.A.C. (Texas Administrative Code) Accessibility Workgroup has formed.  The workgroup consists of one representative from each of the following areas, serving a rotating two-year term.  Current members are also listed.

  1. Accessibility Coordinator:  Lisa Caid
  2. Communications and Marketing:  Trey Roach
  3. Cornette Library:  Linda Chenoweth
  4. Faculty:  Nicholas Gerlich
  5. IT Service Center:  Michael Reagan
  6. Personnel Services:  Becky Lopez
  7. Purchasing and Inventory Services:  Bryan Glenn
  8. Student:  Laken Reedy
  9. Student Disability Services:  Montana Hisel-Cochran
  10. Telecommunications Services:  Dan K. Garcia
  11. Web Services:  Carl Welch

Through the most effective communication channels available, the workgroup will inform relevant personnel about accessibility requirements; assess WTAMU's current level of compliance; and make recommendations to administration on how to move closer to full compliance.

The workgroup meets monthly to create and maintain WTAMU accessibility policies and procedures; develop or recommend accessibility training; and coordinate testing of University software, websites, and other electronic information resources.

As the image and reputation of WTAMU is determined by the quality of information that is conveyed to our constituencies, content of all Web pages residing on University servers or servers funded by University budgets, must be accurate, timely, and in compliance with local, state, and federal laws.

WTAMU department heads appoint content editors who are responsible for overseeing all department Web pages and for assuring the timeliness and accuracy of all content in department Web sites.

The content of the WTAMU Web site is maintained by the University's web communication manager, designers, programmers, and content editors. The website is managed by the offices of Communication and Marketing, and Information Technology.

Accessibility

  • WTAMU uses the Web Content Accessibility Guidelines (WCAG) 2.0 as the primary guideline to meet the objectives of the Texas Administrative Code Title 1, Chapter 206, Subchapter C, §§206.70 – 206.71 (TAC 206). The guidelines explain how to make Web content accessible to people with disabilities. The guidelines are intended for all Web content editors and Web designers. The primary goal is to promote accessibility. However, following the guidelines will also make Web content more available to all users (e.g., text-to-Braille or text-to-speech browsers, etc.). These guidelines do not discourage content editors from using images, video, etc., but rather explain how to make all Web content more accessible to a wide audience.
